Itaru Seki was a jurist. He concurrently head of the Association for Study of Modern Ideas on Human Rights. Among his books are "Outline of Labor Criminal Code", "Commentary on the Subversive Activities Prevention Law", "Freedom of Thought and Speech, and Its Limits" and "Collection of Declaration of Human Rights in Various Countries of the World."

Career
He became an apprentice judicial officer, and worked with the Nagoya and Tokyo district law courts successively. Became chief of the general affairs department of the Public Security Investigation Board (1952).
