Before 1917, lecturer in law at Moscow University. Articles printed in the newspaper Russkoe Slovo. After the Bolshevik take-over in October 1917, participated in the Iaroslavl’ anti-Bolshevik uprising, and after its suppression, fled to Siberia.
Minister of Foreign Affairs in Admiral Kolchak’s government. Emigrated. In Paris, joined the Cadet Party, 1919. Soon changed his position and became a leader of smenovekhovtsy, preaching a positive re-appraisal of Bolshevik power.
Edited the Paris weekly Smena vekh, 1921-1922. Moved to Berlin, founded the pro-Soviet newspaper Nakanune, 1921. On Lenin’s suggestion, was included as an expert on international law in the Soviet delegation to the Genoa conference.
Made a trip to the USSR, 1922, and was offered the chair of international law at Moscow University. With other smenovekhovtsy, like Aleksei Tolstoi, returned to the Soviet Union in August 1923. Appointed head of the department of international politics of the Communist Academy, 1923.
Arrested and perished in the Gulag during Stalin’s purges. Circumstances of his death are unknown.
