Worker; 1905 joined revol movement. Worked for Social Democratic organisation in Kamyshin. 1906 helped organize and took part in Kamyshin uprising.
Went underground and did revol work in Baku and Astrakhan. From 1910 revol work in Saint St. Petersburg. Was frequently exiled and spent more than six years in prison.
Took part in 1917 February Revol in Petrograd, where he was working as a lathe operator at Russo-Baltic Aeronautics Plant. Took part in 1917 October Revol as deputy secretary, then secretary, Petrograd Soviet of Workers and Peasants’ Deputy. From 1917 member, Leningrad Soviet and Leningrad Province Executive Committee.
After October Revol held a succession of other posts, including: comissar, 3rd Division on Ural Front. Comissar, 2nd Division on Petrograd Front. 1919-1920 chairman, Petrograd Province Extraordinary Commission Against Counterrevolution, Sabotage and Speculation with title of Honor Chekist.
Later Extraordinary Commission Against Counterrevolution, Sabotage and Speculation plenipotentiary in Southeastern Kray. Head, Polit Board and member, Rcvol-Military Council, Leningrad Military district. Chairman, Leningrad Province All-Union Communist Party (Bolsheviks) Control Commission.
Plenipotentiary, People's Commissariat of Workers and Peasants' Inspection. Dcleg at several All-Russian Party Congresses. At 14th Party Congress was member of Leningrad deleg which opposed Central Committee.
After Congress joined Zinov’yev-Kamenev-Trotskyist opposition group. 1926 member, All-Union Communist Party (Bolsheviks) Centr Control Commission, and Union of the Soviet Socialist Republics Central Executive Committee. Expelled from Party but reinstated after declaring solidarity with Party Program.
January 1935 sentenced to eight years’ imprisonment for alleged complicity in assassination of Kirov. 24 August 1936 sentenced to death in trial of ’’Trotsky-Zinov’yev terrorist center”.
