From the age of 14 worked at a leather factory in Torzhok. 1896 worked at Maxwell Factory, Saint St. Petersburg. Early 1900 joined Russian Social-Democratic Workers’ Party.
1901, while working at a foundry, joined with a group of workers who went to help strikers at the Obukhov Arsenal. June 1901 arrested and exiled to Tver’ Province. May 1903 organized a three-week strike of textile workers in Vyshniy-Volochok.
Arrested together with other members of strike comt. 22 February 1904 took part in a demonstration in Tver’ and was again arrested. After seven months’ imprisonment resettled in Baku where joined Baku Rayon Party Coml.
Active in November 1904 Baku strike. Founded militant organisation, but January 1905 arrested, together with 14 soldiers. Acquitted and moved to Moscow.
Worked as Party organizer in Rogozhsk Rayon and took part in 1905 uprising. From spring 1909 member, Moscow Russian Social-Democratic Workers’ Party Committee and member of its Executive Commission. 13 December 1909 arrested while attending a session of Moscow Russian Social-Democratic Workers’ Party Committee and exiled to Vologda Province.
1914 returned to Moscow, helped to rebuild Moscow Russian Social-Democratic Workers’ Party organisation, set up agency for illegal newspaper Pravda. During 1917 February Revol elected member, Moscow Soviet and member, Executive Committee of 1st convocation. During 1917 October Revol comissar, Bauman (then Basmannyy) Rayon Military-Revol Committee.
Then chairman, Bauman Rayon Soviet. From August 1918 plenipotentiary of People's Commissariat of Food for grain procurement in Oryol Province. February 1919-1921 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Agriculture
