Moldavian. Committee Higher Party School. Senior party posts in the Moldavian Republic. Chairman of the Presidium of the Moldavian Supreme Soviet, April 1980.
Replaced I. Ustiian as chairman of the Council of Ministers of the Moldavian SSR in December 1985. Candidate member of the Central Committee of the Communist Party of the Soviet Union from 1981.
