Worked for Bolshevik organizations. Underground work in Kiev, Rostov, Poltava and Khar’kov. Subjected to reprisals by Tsarist authorities.
Imprisoned for two years then exiled for three years to Narym Kray. 1916 fled to Irkutsk, then to Novonikolayevsk (now Novosibirsk), where he continued revol activities. After 1917 February Revol deputy chairman, Novonikolayevsk Soviet of Workers and Peasants’ Deputy.
May 1917 went to Kiev and elected member, Centr Council of Factory and Plant Committees. January 1918 fought in Kiev armed uprising. Underground work in Kiev.
Late 1918 moved to Odessa to direct underground Odessa Military Revol Committee. 1919-1920 chairman, Odessa Province Executive Committee and Odessa Province Revol Committee. Deputy chairman, Kiev Revol Committee.
Military comissar, 45th Division. Then chairman, Yekatcrinoslav Province Executive Committee. Bureau member, Odessa, Kiev and Yekaterinoslav Province Committees, Communist Party (Bolsheviks) Ukraine.
1922-1924 Ukraine People's Commissar of Agriculture January 1925-Ocl 1927 secretary, Central Committee, Communist Party (Bolsheviks) Ukraine. 1927-1930 chairman, Tractor Center.

At 14th-16th Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks). Several limes elected member, All-Ukraine and Union of the Soviet Socialist Republics Central Executive Committee. Arrested by Slate Security organs.
