Until 1914 agronomist. From 1914 in Russian Army. 1917 — 18 fighter-pilot, 1st Air Force Group, Southwestern Front.
Elected commander of this group. From 1918 in Red Army. 1918-1920 commander, 1st Soviet Air Force Group on Eastern Front, then composite air force group on Southwestern and Southern Fronts.
After Civil War air force commander, Kiev, North Caucasian and Moscow Military district. Deputy inspector, then chief inspector of Red Army Air Force.
