Returned from exile and worked in Petrograd for health insurance fund, Putilov Plant. At start of World War 1 drafted into Russian Army. After 1917 February Revol worked in Petrograd.
During 1917 October Revol member, Military Revol Committee. During the revolt of the military cadets, directed the siege of the Vladimir Military Cadets College. Served with Red Army on Eastern Front.

From February 1930 Union of the Soviet Socialist Republics Deputy People's Commissar of Workers and Peasants’ Inspection. From November 1930 deputy chairman, Union of the Soviet Socialist Republics Supreme Economic Council. Member, Centr Control Commission of 15th and 16th convocations.
Presidium member, Centr Control Commission. At 17th Party Congress elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
