1890 graduate Moscow Teachers' Institute.
After graduate worked as schoolteacher in Moscow. 1891 joined revol movement. 1895 arrested for revol propaganda among workers and exiled to Tula.
1901 re-arrested and exiled for three years to Eastern Siberia. 1905 worked in Moscow. Member, Lit-Lecturers’ Group, Moscow Party Committee.
1906 deleg at 4th (Amalgamative) Russian Social-Democratic Workers’ Party Congress. At the Congress sided with Lenin. 1907 Bolshevik candidate in elections to 3rd State Duma.
1911 again Bolshevik candidate in elections to State Duma. Arrested and exiled for three years to Astrakhan’. After 1917 February Revol headed editorial board, newspaper “Izvestia Moskovskogo soveta rabochikh i soldatskikh deputatov”.
Then member, editorial board, newspaper “Sotsial-demokrat”. Active in 1917 October Revol. Member, Moscow Military Revol Committee.
At 2nd All-Russian Congress of Soviets appointed People’s Commissar of Finance. Then returned to lit work and journalism. 1919-1920 assistant chairman, All-Russian Council of Workers’ Cooperatives.
Board member, Centr Union of Consumer Soe. Deputy chairman, editorial board, State Publ House. From 1925 coordinating ed, newspaper “Izvestia TsIK SSSR i VTsIK”.
From 1926 director, Lenin Institute, Central Committee, All-Union Communist Party (Bolsheviks). Co-ed, "Bol’shaya Sovetskaya Entsiklopediya” (Large Soviet Encyclopedia). 1921-1924 member, Russian Communist Party (Bolsheviks) Centr Auditing Commission.
From 1925 member, Central Committee, All-Union Communist Party (Bolsheviks). Elected member, All-Russian and USSR Centr Executive Committee. From 1927 also deputy mang ed, newspaper “Pravda”.
Presidium member, Communist Academy. 1926-1928 head, editorial board, newspaper “Lcningradskaya pravda”. Wrote numerous articles and major works on ccon, history, natural sci. atheism, etc.
