Ivan Mikhailovich Bulatel was born on the 5th of July, 1846 (according to other sources on the 30th of January, 1845) in the noble family from the village in the Kherson governorate (now Marianovka, Kherson region, Ukraine).

In 1864 Ivan Mikhailovich graduated from the law faculty of the Richelieu Lyceum. In the same year passed the exam at Pavlov military school. He accepted for service as a non-commissioned officer, then as a cadet of the Belarusian Hussar Regiment, 4th Nyasvizh Grenadier regiment, in 1868 was translated ordinary (with right of service) in Life Guards of Finland regiment, in 1870 promoted to warrant officer.
At 1871, Ivan Mikhailovich was broke. Soon he took the place of Magistrate in Elisavetgrad Kherson governorate. In 1876 he left to Serbia as a volunteer, with the beginning of Russian-Turkish war( 1877-1878) joined the ranks of the Bulgarian militias; soon was wounded.
After that, until 1882 Ivan Mikhailovich was a Paris correspondent of the magazine Golos. After returning to Russia, he devoted himself to literature activities. Since 1885 again in military service (Lieutenant of the 2nd Transcaspian Railway Battalion). He retired in 1888. Alongside he since 1870 began to publish and since 1879 performed as a playwright. He wrote, published, and take a put stage approximately 40 original and translated plays, in particular one-act comedies.
