Graduated from the History and Philology Faculty of St. Petersburg University (1883).
A participant in the revolutionary Narodnik movement, was arrested. In 1886-1889 he was a history teacher at secondary schools in St. Petersburg. In 1892-1899, Professor of the Higher Bestuzhev Courses. Since 1923, he is a research fellow at the Central Bureau of Regional Studies at the USSR Academy of Sciences. In 1930, he was subjected to reprisals for the so-called "Academic Affairs". One of the founders of the seminar system in Russian universities.
