Ivan Mitrofanovich was a party and soviet worker in Smolensk Governorate and Siberia (1928-1935). In 1935-1938, he was a history lecturer at Electrotechnical Institute and Agricultural Institute in Smolensk. In 1938, he was unjustly repressed but soon released. He was a professor of the Department of History of the USSR of Smolensk State Pedagogical Institute since 1939. He was a director of Smolensk Electrotechnical Institute since 1941; deputy director of Kazan Electrical Technical School and at the same time professor of the Department of History of the USSR of Kazan State University in 1941-1943. He was an associate professor of the Department of History of the USSR and deputy director of Vinnitsa State Pedagogical University (1944-1948). He was an associate professor of the Department of History of the USSR of Kazan State University (1948-1963). In 1952 and 1955, Klimov lectured at Charles University and Russian Language and Literature Institute in Prague. He was an associate professor, professor, the head of the Department of History of the Soviet Society of Voronezh State University (1963-1988). He was a chairman of the regional branch of All-Union Society for the Protection of Historical and Cultural Monuments (1975-1978). He is the author of the following books: "Obrazovanie i razvitie Tatarskoj ASSR (1920-1926)" (Kazan, 1960), "Velikaya Otechestvennaya vojna Sovetskogo Soyuza 1941-1945 godov: Kurs lekcij" (Kazan, 1958; Prague, 1965), "Falsifikaciya istorii Velikoj Otechestvennoj vojny 1941-1945 godov burzhuaznoj istoriografiej" (Voronezh, 1965, 1975), "Iz istorii formirovaniya rabochego klassa Centralnogo Chernozemya" (Voronezh, 1977) and others. He is a science editor of the composite book "Voprosy istoriografii sovetskogo obshchestva" (Voronezh, 1977).
