In 1923 Ivan Stepanovich graduated from the paramedic school, joined the ranks of the Red Army. In 1926 he was sent to study at the Military Medical Academy, graduated in 1931.
In 1920-1921 Ivan Stepanovich served in the ranks of the Red Army, participated in the Civil War as an orderly at a military hospital, as an orderly at a rifle regiment. In 1923-1926, he served as a medical assistant of a sapper battalion. In 1928 Ivan Stepanovich joined the AUCP. In 1931-1932 served as a senior physician rifle regiment.

In 1937-1939 - military adviser to the military medical service of the army of the Second Spanish Republic. In 1939, he participated in the fighting on the Khalkhin Gol River against the Japanese forces. In 1939-1940 - army surgeon, consultant-surgeon of the front in the Soviet-Finnish war.
With the beginning of the Great Patriotic War - army surgeon in the 13th, 54th armies of the Western, Volkhov and Leningrad fronts. Since 1942 - Chief Surgeon of the Karelian Front, since 1943 - Chief Surgeon of the front evacuation hospital № 50 of the Leningrad Front.
Since 1944 - Deputy Head of the Department of General Surgery, then - the 2nd Department of Faculty Surgery of the Kirov Military Medical Academy. In 1949, in the rank of colonel of the medical service, he was arrested and fired from the Soviet Army. In 1953 he was released and rehabilitated; reinstated in the Soviet Army to the rank of "Major General of Medical Service", appointed head of the department of hospital surgery at the Military Medical Academy. In 1971 he was elected a member of the Academy of Medical Sciences of the USSR.
Specialist in the field of gunshot wounds, pulmonary and thoracic surgery. Author of about 170 scientific papers, including books: "Lung resection" (Leningrad, 1960), "Surgical treatment of deep thermal burns" (Leningrad, 1962), "Lung gangrene and pyopneumothorax" (1983, together with others). Author of brief memories (including childhood) (Red Star, 1981, June 9).
