1906 his father was executed by a punitive squad for his active part in the 1905 Revol. Worked as propagandist and agitator in Lat, Moscow and St. Petersburg. Several times arrested and twice exiled.
After 1917 February Revol returned from exile. At 1917 April Party Conference elected member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). During 1917 October Revol chairman, oblast comt of Russian soviets in Finland.
Took part in 1917 October and 1918 Finnish Revol. 1918-1921, during Civil War, on military work: member, Revol Military Council, 3rd Army and Eastern, Southwestern, Western, Southern and Caucasian Fronts. From 1921 admin economics work.
1921-1923 deputy chairman, Supreme Economic Council and head, Main Fuel Board. 1924-1926 deputy chairman, USSR State Planning Committee. 1925-1927 rector and professor, Plekhanov Institute of National Economy.
From 1927 chairman, Far Eastern Bank. From 1930 deputy head. Draft Board, USSR Supreme Economic Council.
1920-1921, during trade-union controversy, sided with Trotsky. After 14th Party Congress joined Trotskyist opposition. 1927, at 15th Congress, expelled from Party.
Summer 1929 recanted his errors and dissociated himself from Trotskyist opposition. January 1930 readmitted to Party. At 6th, 7th, 8th and 13th Party Congresses elected member, and at 9th—12th Party Congresses elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
Again expelled from Party for alleged anti-Party activities and brought to trial.
