Iwao Kuraoka was born in 1882 in Kagoshima Prefecture. He was the eldest son of Masatoshi.

In 1903 Iwao Kuraoka briefly attended the Tokyo College of Foreign Languages and left as an interpreter for the military during the Russo-Japanese War (1904-1905).
After the war Iwao Kuraoka returned to Manchuria as a cultivator as well as a distiller of sake from kaoliang. He also founded a slaughter house there. After 20 years of hard work Iwao Kuraoka managed to find for himself a place in the business community. Later he was director of Kaigen Bank and of Kaigen Business Trust Co., apart from holding an important position among Japanese residents in Manchuria.
