Izuru Tsuda was born in 1832 in Japan.
After the Meiji Restoration Izuru Tsuda began introducing new reforms to his clan's administration, beginning with abolishing the military class and introducing conscription. Was then appointed secretary to the Ministry of Finance and promoted to rank of major general and a member of the Diet concurrently.
Later introduced a penal code for the military. Was a member of the House of Peers and is remembered for social services rendered to improve conditions of Chiba Prefecture.
