In Japan 1897 he was appointed Consul General and Charge d’Affaires.
In 1903 he was promoted to envoy Extraordinary and Minister plenipotentiary to Japan.
In 1906, he was appointed Chief of the Protocol of the Presidency at the Proclammation of the Republic.
In 1912, he was sent on special mission to San Francisco to inaugurate the Portuguese section at Panama-Pacific International Exposition.
On the death of Don Luis Pastor, Spanish Minister succeeded J. Batalha as Dean of the Diplomatic Body, taking up his position on 12 April 1921.
