Marcus J. Williams began practicing law in Berlin, Maryland in 1950. Thereafter, he practiced law for 16 years when in 1966, he was joined by Edward H. Hammond, Junior and in 1969, by Joseph East. Moore, both of whom had previously served as his law clerks.
In 1970, the firm of Williams, Hammond & Moore was established, and the firm later expanded with Joseph G. Harrison joining the firm in 1974 and Raymond C. Shockley joining the firm as a partner in 1975, as Mr. Shockley had previously been a partner in another law firm.
