Howland was born on November 23, 1959 in Philadelphia, Pennsylvania, United States; the son of Howard Chase Howland and Bette Sotonoff Howland.
Howland received a Bachelor of Arts degree from Swarthmore College in 1981. Six years later he earned his Doctor of Philosophy degree from Pennsylvania State University.
Howland began his career as an assistant professor of philosophy at the University of Tulsa in 1988. Six years later he took a position of an associate professor of philosophy at the same university. Since 2002 Jacob has been McFarlin Professor of philosophy at the University of Tulsa. Also he was a chairman of the Department of Philosophy and Religion at that university.
He specializes in ancient Greek philosophy and political philosophy. Howland has also taught on nineteenth-century German philosophy, ethics and logic. He has written and lectured on the work of Plato, Aristotle, Xenophon and Kierkegaard, as well as on the Hebrew Scriptures and the Talmud.
