In 1939 Jacob received Bachelor of Arts at Linfield College. Then he earned Master of Arts at University of Chicago in 1943. He also he had doctoral studies at University of Chicago in 1945 - 1946 and 1948 - 1949.
Jacob worked for National Labor Relations Board in Chicago in 1942-1943. After that he worked for Council of State Governments and Municipal Finance Officers Association in Public Administration Clearing House, Chicago.
In 1946-1948 he was a civil information and education officer in Yananashi Military Government Team in Japan. He worked for the Office of the Supreme Commander, Allied Powers in Tokyo, Japan, as a historian in Civil Historical Section. He also served as a historian in Korea in 1951-1953. He aslo was a historian in Strategic Air Command in 1957-1958, and in Office of Air Force History, in 1958-1981.
Jacob also appeared in the documentary series "Nippon: Japan Since 1945", televised by the British Broadcasting Corp. in England and by Arts and Entertainment in the United States. Finally, he worked as a lecturer at colleges and universities and as a public speaker.
Jacob is mostly famous for his books "The United States Air Force in Southeast Asia, 1961-1973", "Interdiction in Southern Laos, 1960-1968: A Military- Political History of the Air War along the Ho Chi Minh Trail in Southern Laos", "An American in Japan: A Civilian View of the Occupation, 1945-1946", and "The Air War against North Vietnam, 1965-1966."
On August 4, 1961, Jacob married an economist, librarian, and genealogist Elizabeth Kelly.
