Bailey completed his bachelor's and master's degrees in fine arts at Ohio University, Athens (1973, 1976), where he also attended a Minor White residential workshop (1973-74).
Career
He is currently the owner of Precision Photographies in Hayward, California, where he has been teaching photography since 1977, both at Chabot College and at California State University.
Working in black-and-white as well as in color, and using large and medium formats, Bailey concentrated on "personal documentary and urban environment."
