James was educated at the University of West Virginia in Morgantown, West Virginia, United States and Lehigh University at Bethlehem in Bethlehem, Pennsylvania, United States.
Early in the century, James established an architectural office in New York and for a time was active in town-planning of Queens, Kings and Nassau counties. In collaboration with Mr. Visscher, he designed all the new buildings at Lehigh University erected after 1920, among which were the James W. Packard Laboratory, Administration Building, several dormitories, and the Sports Building, recently presented to the University by Eugene Grace of the Bethlehem Steel Company, an alumnus of the University. They were also architects of the General Hospital at Norwalk, a co-designers of the new U. S. Defense Housing Project at Fairfield, Connecticut. For a number of years, Mr. Burley made his home at Norwalk, Connecticut, United States and was commissioned to plan a number of buildings in the city, also residences in the Fairfield and Southport area.
