Chirurg received a Bachelor of Arts degree in Asian Studies from Cornell University in 1964. Five years later he was given a Master of Business Administration degree in International Business from Harvard University. Also in 1972 James earned his Master of Letters degree in International Economics from the University of Oxford.
Chirurg began his career as an assistant marketing manager at General Mills Inc. in 1968. A year later he became a fellow in finance department at First Boston Corporation and held it until 1970. In 1971, James took a position of a general manager at Protasis Trust, Ltd. and held it for a year. In 1973, he was a lead partner at the same company in Berkeley.
In 1980, James held the position of a director at Protasis Holdings (S. A. R. L.). The same year he was appointed a finance advisory at Agency for International Development investment mission in Tanzania.
In 1986, Chirurg was a participant at The Ditchley Foundation Conference in United Kingdom.
In 1987 he worked as a lecturer of international finance at the University of California and a trustee of Adelphic Cornell Educational Fund.
Chirurg is a member of Finance Executives Institute, American Economic Association, Royal Economic Society, British Institute of Management, Asia Society, Society of Asian Art, Royal Naval Club in London, United Oxford and Cambridge Club, Harvard Club in Boston and Union League Club in New York City.
