James William Clinton was born on February 11, 1929, in New York City, New York, United States. He is the son of Patrick W. and Mary Josephine (Flynn) Clinton.
Clinton attended Wagner College from 1946 to 1947, and City College (now of the City University of New York) from 1947 to 1948. He received his bachelor's degree from Columbia University in 1950. He then obtained a Master of Business Administration from the University of Washington, Seattle in 1961 and his doctorate from St. Louis University in 1973.
Clinton started his career as a staff assistant in advertising at Procter & Gamble in Cincinnati in 1955. The next year he went to Brown & Haley, Tacoma and from 1956 to 1959 worked at the U.S. Civil Service Commission in Los Angeles.
In 1959, Clinton started his military service as a navigator in the U.S. Air Forces, where he served till 1965. He then worked as an operations analyst at the Department of the Air Force in Belleville, and after two more years of military serving, he became an associate professor of aerospace studies at the University of Missouri—Rolla.
From 1975 to 1977, Clinton held the position of a project officer at the Department of Defense and from 1977 to 1980 he was an assistant professor of management at the University of Wisconsin—Whitewater.
Since 1980, Clinton worked at the University of Northern Colorado, where he held the position of a professor of management till his retirement.

1997Clinton married Shirley Rae Powers on July 22, 1954. The couple has 3 children: Victoria Clinton Matthews, Wendy and Lisa.
