Career
He was Secretary of the League of Nations Union. He was awarded scholarships at Street Paul"s School, London and Trinity College, Cambridge. He was called to the bar at Inner Temple in 1908.
He was an examiner at the United Kingdom Board of Trade (1904-1912), Principal at the Manchester College of Technology (1912-1920), and Secretary of the League of Nations Union (1920-1938).
Garnett was awarded a Commander of the Order of the British Empire in 1919.
