Background
He was the son of Timothy Loomis and Sophronia (Collar) Loomis.

He attended the common schools and Attica Academy.
Then he engaged in the tanning and shoe business. In 1852, he opened a hardware store, and later also engaged in banking. He was Supervisor of the Town of Attica for some time, and Assessor of Internal Revenue from 1869 to 1871.
He was buried at the Forest Hill Cemetery in Attica.
He was a member of the New York State Senate (30th Doctorate) from 1878 to 1881, sitting in the 101st, 102nd, 103rd and 104th New York State Legislatures.
