Background
Howe was the son of Sir George Grobham Howe, 1st Baronet of Berwick Street Leonard, Wiltshire and his wife Elizabeth Grimston, daughter of Sir Harbottle Grimston, 2nd Baronet.

His father had been Member of Parliament for Hindon. He succeeded to the baronetcy on the death of his father in 1676. He held the seat until 13 May 1701 when he was unseated on petition.
He was re-elected Member of Parliament for Hindon on18 July 1702 and held the seat until 1705.
Howe died aged 66. Howe married firstly Elizabeth Nutt, daughter of Edward Nutt of Nackington Kent in 1689.
On 25 July 1698, Howe was elected Member of Parliament for Hindon.
