Previously he worked in Chinese Maritime Customs Service. For example, he was Assistant in Chefoo,Tientsin (1878), Swatow (1881), Shanghai (1886) and Wuhu (1887).
In 1889, he was Assistant in charge Kiukiang,Acting Commissioner Korea.
In 1900-1916 he worked as Commissioner in Santou, Lappa, Peking (Chief Secretary), Foochow, Canton, Tientsin and Hankow.
In January 1913, he was appointed Co-Inspector General of Chinese Salt Administration, but he decided to relinquished post in April 1913. He was Shanghai Statistical Secretary in 1918 but in 2 years he resigned.
On January 30, 1921 James FrederiK worked as Minister.
