James E. Overmyer graduated from Franklin College of Indiana, receiving his Bachelor of Arts in 1968. In 1987 he finished State University of New York at Albany with Master of Arts degree.
Between 1968 and 1972 Mr. Overmyer served at U.S. Army, where he became a captain.
From 1972 to 1979 Mr. Overmyer served as a reporter for Berkshire Eagle, Pittsfield, MA. Between 1979 and 1983 he was appointed administrator by Berkshire County District Attorney, Pittsfield. In 1983-1986 Mr. Overmyer worked at Massachusetts State Senate, Boston, as a member of legislative staff.
Between 1986 and 1992 James E. Overmyer held the position of budget analyst at New York State Assembly, Albany. In 1992-1995 he served at New York State Division of the Budget, Albany, as a budget examiner. Mr. Overmyer was a member of Town of Lenox zoning board of appeals in 1980-1990. He also was a member of Town of Lenox capital improvement committee during 1993-1996.

James E. Overmyer married Ellen Weiden (a social worker) on October 27, 1985. The couple has one son, Matthew.
