James PENNINGTON

Background

PENNINGTON, James was born in 1777 in Kendal, Cumbria, England.

Career

Expert on currency who was frequently consulted by the British government in the regulation of the currency of the West Indies after 1833. His Letter to Kirkman Finlay. advocated the restriction of Bank of England note issues. Peel consulted him on the framing of the Bank Acting 1844 but moved beyond his recommendations by separating the Bank’s banking and issue departments.
