Served as chairman Employees’ Liability Commission, under Governor Harmon of Ohio, 1910-1911, and is author of Ohio Workmen’s Compensation Acting providing for compulsory industrial insurance, adopted in Ohio and other states. Appointed, December, 1934, legal consultant Federal Emergency Relief Administration, to write a brief for Committee on Economic Security on constitutionality of a model compulsory state unemployment insurance act provided for in Federal Security Acting. Member Ohio Bar Association Beta Kappa, Democrat.
