Young, James Rankin was born on March 10, 1847 in Philadelphia, Pennsylvania, United States. Son of George Rankin and Eliza (Russell) Young.

Education

Educated Philadelphia public schools.

Career

Private 32d Pennsylvania Infantry in Gettysburg campaign. Made tour of Southern States at close of Civil War for New York Tribune. Was its chief Washington correspondent, 1866-1870.

Chief executive clerk, United States Senate, 1873-1879, and 1883-1892. Chief clerk Department of Justice, 1881-1883. One of founders Philadelphia Evening Star and its Washington correspondent for 30 years.

Member 55th to 57th Congresses (1897-1903), 4th Pennsylvania District. Superintendent dead letter office Post Office Department, 1905-1913. Superintendent of the Postal Savings Depository, Philadelphia Postoffice, 1913-1915.
