Born in that State, Williams completed preparatory studies.
Williams was elected as a Democrat to the Twenty-seventh Congress and served from March 4, 1841, until his death on Prieshford farm, Deer Creek, Maryland, December 2, 1842. He was interred in the family cemetery on Prieshford farm.
He served as member of the Maryland House of Delegates, and was speaker in 1830.
