Active in refugee relief, Doctor reached out to assist orphaned Basque children following the fascist bombings of the Basque region of Spain, particularly Guernica, during the Spanish Civil War. She helped in preparing the 1923 Hadow Report, Differentiation of the curriculum for boys and girls respectively in secondary schools.
