Janet Elizabeth Quin-Harkin was born on September 24, 1941, in Bath, Somerset, England, to Frank Newcombe Lee, and Margery Lee.
Bowen received her education in England as well as in Austria and Germany.
Janet worked in London, in the British Broadcasting Company’s drama department, and wrote radio and television plays. Bowen moved to Sydney, Australia, where she met her future husband, who was planning a move to California.
Bowen began her publishing career as the author of children’s picture books. She branched out into young adult books and historical romances before making the decision to concentrate on the mystery novel, “the kind of mystery that gives the reader a great sense of time and place as well as a rattling good story.” The setting for Bowen’s series is Llanfair, which, she explained on her Web page, is very much like the little village in North Wales where she spent her summers as a child.

Bowen and her husband have lived in San Francisco since 1966.
Janet married John Quin-Harkin. They have four children: Clare Broyles, Anne, Jane Hansen, Dominic.
