Background
Kitingan was born on October 22, 1947 in Kota Marudu, Crown Colony of North Borneo (now Sabah, Malaysia); the son of Kitingan Sabanau and Lucia Laimah (Imbayan).

Kitingan received a Bachelor's degree in Business Administration from Curtin University in 1974. Eight years later he was given a Master's degree in Public Administration from Harvard University. Jeffrey earned his Master of Arts degree in Law and Diplomacy and a Doctor of Philosophy degree from Fletcher School Law in 1984.
Kitingan began his career as a chief clerk in Sabah Agriculture Department in 1969. The same year he became a rural administrator and court clerk of chief minister at Sabah Department in Lahad Datu and held it for a year.
In 1975, Jeffrey was an executive officer and a management analyst in 1976 at the same department. He worked as a principal assistant director at Sabah Establishment Department in 1977-1978.
In 1978, he took a position of a director of Sabah Administration Management and Modernization. Seven years later he was a chairman at the Institute of Development Studies.
In 1990, he started his political career.
Kitingan founded a NGO named "United Borneo Alliance", which aimed to strive the rights of Sabah and Sarawak in accordance to 20-point agreement and Malaysia Agreement that contained in 7 Borneo Agenda.
Also he founded the Sabah division for State Reform Party (STAR) on 6 January 2012 and become the Sabah chief for the party.
Kitingan was a member of United Sabah Party from 1990 to 1994 and again in 1996-2000. In 1994, he joined Parti Angkatan Keadilan Rakyat and quit it in two years.
Then in 2000 Jeffrey joined Parti Bersatu Rakyat Sabah and was a member of it until 2002. Four years later, he was accepted into Parti Keadilan Rakyat in 2006 where he became the vice-president of the party. Kitingan resigned his vice-president post in 2009 but remained as a party member until 2011.
In 2012, Jeffrey launched the Sabah chapter of Sarawak based State Reform Party. Since 2016, he has been a leader of Homeland Solidarity Party.
Kitingan is a member of American Association of Political and Sociological Scientists, Borneo Research Council and World Taekwondo Federation.
On April 14, 1975 Jeffrey Kitingan married Susan John Kitingan. They have 3 children.
He is a former Chief Minister of Sabah. Nowadays he has been Deputy Chief Minister and Minister of Infrastructure Development of Sabah.
He is the Minister of Energy, Green Technology and Water.
