In this study, the author compares the historical context of Indochinese migrations, the structure of welfare state policies, and patterns of ethnic relations in the US and France to explain critical differences in how states manage the adaptation of political migrants. Drawing from government documents and interviews with refugees, the author explores the challenges of state incorporation to refugees' social networks.
