Was chairman Free Libraries Commission, and governor of King Edward’s Grammar School. One of the founders and Honourable Secretary of the National Education League.
And one of the founders of the Devon and Exeter Boys Industrial School.
Moved and carried the Small Holdings Amendment to the address which caused the resignation of Lord Salisbury’s Government, January 1886. Under-Secretary of State for Home Office, 1895-1902. P C.; Member of Parliament (Unionist) for Bordesley (Birmingham) since 1886.
