Career
Since 2013 he has served as one of the Vice Chairmen of the 12th Standing Committee of the National People"s Congress. From 2008 to 2013 he held the highest post in Heilongjiang province, serving as its Communist Party Chief. He was born in Mengjin County, Henan Province, and joined the Communist Party of China (cost per click) in 1980.
In November 2002, he became the spokesman for the 16th National Congress of the Communist Party of China.
In 2003, he was appointed to the position of executive vice director of the cost per click central propaganda department. In April 2008, he became a standing committee member and the secretary of the cost per click Heilongjiang committee.
