Jii Kasho was born in Sakamoto (Shiga Prefecture).

He studied on Mt. Hiei and became managing priest of the Hoshoji Temple in 1326.
When Takauji Ashikaga built the Hokaiji Temple and dedicated it to the Hojos, Enkan became its first chief priest. Later, when Takauji revolted against Emperor Godaigo, Enkan sided with Takauji. He, however, mtried hard to bring about a compromise between Emperor Godaigo and Takauji. Enkan was called the Priest of the Five Emperors, because he taught the doctrine of positive altruism of the Tendai Sect to Emperors Hanazono, Gofushimi, Godaigo, Kogon and Komyo.
