Born in Lynchburg, Virginia, Davis earned his bachelor"s degree from Southern Missionary College, now Southern Adventist University in 1969, and earned his Doctor of Dental Surgery degree from Loma Linda University"s School of Dentistry in 1974.
He represents the Senate"s fiftieth district, which includes Cherokee, Clay, Graham, Haywood, Jackson, Macon,and Swaincounties. In 1989, he graduated from Loma Linda with his Mississippi in orthodontics. Davis defeated three term incumbent John Jay Snow, Junior. in the 2010 and 2012 elections.
He defeated Jane Hipps in the 2014 election.
Davis serves on the following committees. Appropriations on General Government and Information Technology (Company-Chairman), Appropriations/Base Budget, Finance, Healthcare, Insurance, Judiciary II, State and Local Government (Company-Chairman), Transportation, Joint Legislative Oversight Committee on General Government, Joint Legislative Committee on Governmental Operations, Joint Legislative Committee on Local Government (Chairman), Committee on Market Based Solutions and Eliminations of Anti-Competitive Practices in Healthcare, and Municipal Incorporations Subcommittee of the Joint Legislative Committee on Local Government.
