Baxter, a wing-half, joined Leicester City from Parkhead, making his league debut in the 1925-1926 season. He scored once in 6 games for Leicester, before unsuccessful moves to Reading and Torquay United, failing to make a league appearance for either side. After leaving Torquay, Baxter played for Boston United.
