Jingoro Nishikawa was born in 1902. He was the second son of the former member of the House of Peers, Jingoro Nishikawa.

Jingoro Nishikawa graduated from the Commerce Department of Waseda University (1924).
Jingoro Nishikawa visited America, France, Germany and jttaly (1927). He became president of the Omi Mosquito Net Manufacturing Company (1929), and manager (1936) of the Nishikawa Firm, which was reorganized into the Nishikawa Industry Company (1942), and became its president. Since 1947, elected twice to the House of Councilors.
His establishment Omiya, are noted dealers of mats and mosquito net since the Tensho Era. The Nishikawa shop at Nihonbashi in Tokyo is its Tokyo branch.
Appointed Parliamentary Vice-Minister of Finance (1950) and nominated member of the Executive Board of the Liberal Party in the House of Councilors.
