He studied at Tokyo University, where he was appointed president of Yamanashi Nichinichi Shimbun.
Jiro Noguchi served at Pictorial Bureau of Tokyo Asahi Shimbun Company. Appointed mayor of Kofu City (1943) and counselor of Yamanashi Nichinichi Shimbun (1943) and president of Matashin Company (1946). Purged from the public profession (1951) and after being depurged was reinstated as president of Yama, nashi Mainichi Shimbun (daily newspaper). Holds several additional posts including that of president of Yamanashi Prefectural Tourist League.
