Jiro Tanaka was born in 1873 in Saga Prefecture.
He graduated from Tokyo University (1898) with a degree in law.
He was appointed Post Master at Seoul (1901), and became director of the Bureau of Correspondence in the Ministry of Communications and held this post successfully for 19 years. He left government service (1916) to enter business. He became director (1917) of the Japan Oil Company and subsequently its managing director. He was also auditor for the North Sakhalin Oil Company.
