Joan Franks was born in Brooklyn, New York, and studied at the Eastman School of Music in Rochester, where she graduated with a Bachelor of Music degree in 1952.

She continued her studies at the Manhattan School of Music in New York where she graduated with a Master of Music degree in 1961.
The couple moved to Tel-Aviv in 1971, and she became responsible for contemporary music programs at Kol Israel Radio and for several years produced an annual series of three concerts at the Tel-Aviv Museum. The family returned to Seattle in 1988, and Williams died there of complications from Parkinson"s disease.
