Career
He was a Democrat. Born in Lenox, New York, Barney moved to Mayville, Wisconsin Territory in 1847. He was a businessman. During the American Civil War, Barney served in the 10th Wisconsin Volunteer Infantry Regiment and lost an arm during the battle at Chickamanga where he was also taken prisoner.
Barney served on the Mayville Town Board and Mayville Common Council.
He also served as president of the village of Mayville and as postmaster of Mayville.
