John was born on March 5, 1882, in Suzhou, China. He was a son of John Wright and Alice Irene (Schmucker) Davis.

John studied at the Wooster Public Schools the Pantops Academy in Virginia. In 1904 he received a Bachelor of Arts degree from Wooster University and a Master of Arts degree in 1908.
In 1909, he was appointed American Vice Consul at Nanking, subsequently, he was assigned to Shanghai, Canton, and Chefoo. In 1910-1911 he worked at the Shanghai Volunteer Corps. In 1915-1919, he was American Consul at Antung, Manchuria. In 1919, he became American Consul at Nanking.
He was married to Mary Isabelle Murphy in 1912.
