John Ferguson was born on August 22, 1907, in Lexington, Nebraska, United States.
John Ferguson began his career as a high school teacher and principal in Monroe, Nebraska, in 1929. He was director of boys' work for the Friends Neighborhood Guild in Philadelphia between 1930 and 1934. He became an instructor at Pennsylvania State University, University Park, in 1934, rising to the rank of full professor of political science in 1947, a position he retained until his retirement in 1966.
Ferguson’s first book was American Diplomacy and the Boer War (1939), followed by two college textbooks, The American System of Government (1947) and The American Federal Government (1947), and many others, including his final book, Politics Quaker Style: A History of the Quakers from 1624 to 1718 (1995).
During the 1950s he served the office of the Governor of Pennsylvania as director of program evaluation, as secretary of administration, and as budget secretary.
