He was born in Cincinnati, Ohio, the son of Americus Vespucius Fleming, an inspector of stationary engineers for the city of Cincinnati, and of Katherine Barbara Ritzmann.
He attended Hughes High School and the University of Cincinnati (1895 - 1899), majoring in civil engineering and chemistry. He received the B. S. in civil engineering "with highest distinction. "
Following graduation Fleming was employed as assistant engineer for the redesigning of the Sengerbund Society Convention Building at Cincinnati. Fleming was an aide to Louis A. Bauer, chief of the Division of Terrestrial Magnetism of the U. S. Coast and Geodetic Survey, from 1899 to 1903.
He was also a building contractor with his brother.
Fleming returned to part-time employment with the Coast and Geodetic Survey from 1904 to 1910.
He looked after construction of the Cheltenham and Honolulu observatories and took part in the survey's magnetic survey of the United States, Hawaii, and Alaska, and in the reductions and compilations of magnetic data.
Although still active with the Coast and Geodetic Survey, in 1904 Fleming became the chief magnetician and principal assistant to Bauer. During the next few years, Fleming took a major role in organizing and planning the expeditions for the magnetic and electric surveys of the earth that constituted the chief activities of the Department of Terrestrial Magnetism.
In the early 1900's there were few magnetic measurements on land, and practically none on the oceans. Existing standards for the accuracy and intercomparability of observations were inadequate. Fleming designed and constructed improved instruments for use on land and especially at sea.
His men participated in polar expeditions led by others, even traveling by zeppelin and submarine. Fleming also directed what was probably the most extensive program in physical and biological oceanography during the first quarter of the twentieth century.
The department's field station at Kensington, Maryland, was also designed by Fleming. Fundamental magnetic research was done there, and unique ionospheric equipment was installed. Fleming also participated in the Department of Terrestrial Magnetism's field magnetic surveys in the western hemisphere. Fleming designed magnetic observatories in Peru and Australia.
He selected the site of the Huancayo Magnetic Observatory, near Lima, Peru (11, 000 feet above sea level), supervised its construction, and organized its activities. After its completion in 1922, solar and lunar magnetic diurnal variations nearly three times as intense as observed elsewhere were discovered.
The other observatory, located 800 feet above sea level near Watheroo, Western Australia, at the focus of the systems of currents that cause the daily magnetic variations, began operation in 1919.
Fleming was also the chief developer of a special gimbal-ring support for mounting a submarine detection device. During World War II, Fleming was in charge of all work of the Carnegie Institution concerned with the proximity fuse and other ordnance devices, radio-wave and communications improvement, magnetic compasses and odographs, and uranium and ionospheric studies.
Also, during that period, the department undertook the task of preparing new isomagnetic and iosporic charts. The results of voluminous survevs on land and sea, made over many years by the Department of Terrestrial Magnetism and other agencies, were used to improve the description of the earth's main field and its secular change.
Fleming's own scientific research included cosmic relations of geomagnetism and the detailed study of magnetic data accumulated during 1903-1945 in the discussion for and preparation of world magnetic charts for the epoch 1942. 5. Fleming had a cardinal role in the growth of the American Geophysical Union.
During his years as general secretary, he was practically sole editor of its Transactions.
His influence was significant upon the lives of many of his scientific colleagues, but he was so self-effacing that only those who knew and worked with him could properly assess and testify to what he did for geophysics in the United States and in the world at large.
He died in San Mateo, California.

Fleming's work was his life and his hobby. He possessed great skill in judging the future capabilities of the young men he chose as his associates.
On June 17, 1903, Fleming married Henrietta Catherine Barbara Ratjen; they had one daughter. His wife died in 1912, and on October 30, 1913, he married her sister, Carolyn Ratjen.
